no you dont need wifi you can unlock them in offline mode just when ever you go back online on steam all the achievements will unlock at once so they will all have the same time stamp. also steams library has never lagged for me on my computer.

might be talking about the restriction on playing games offline with steam. unless its changed since last I checked if you want to play a steam game and you for some reason or another don't have access to internet, to launch a game in steams offline mode you have to have launched them at least once with internet connection which is kinda DRM because its limiting the use of some thing you paid for, that's my best guess.

for those wondering why they cant download 2.1 its because you have to pay 4$ for it and it seems like the game is releasing on steam on march 15th so ima wait and buy it on steam, or I might just buy both.
